God speaks first.

And a voice came from heaven: “You are my Son, whom I love; with you I am well pleased.”

Then, we are lead to discover this truth ourselves.

 At once the Spirit sent him out into the wilderness

Mark 1:12

There is truth in the order, but I am not as concerned about who does what first. We need both to experience what Jesus said, “The truth will set you free.”
